[RTTY] Spotting Question on BPSK

I am not really up to speed with BPSK so what does the 1050 Hz mean?

My assumption (than may be wrong) is the JA worked 3B9C on his dial frequncy
of 14.071.00 (USB) and the his transmit VFO was at 14072.50.  Why not just
say up 1?
