Is it still an image if it's a JPG file sent by packet???

I thought the *whole point* of this exercise (going to bandwidth-based
sub-bands instead of mode-based) was to get rid of these distinctions?
The only exception to that in the ARRL plan was to prohibit 'phone (SSB
and AM) in some of the 3-kHz BW segments.

At any rate, the ARRL put out the plan before submitting it to the FCC
just so they could get feedback, so folks should "feedback" if they are
serious.
