[RTTY] FMRE contest rule on dupes

During a recent contest, a guy called me and WL told me he was a dupe. I 
went ahead and worked him and was shocked that he gave me serial nr 002. 
Repeat - 002. I checked back in my log and sure enough, he had given me 001 
an hour before. I was the ONLY guy he had worked. Hi.

I have had many guys call me several times. No dupe-checking contest 
software, I presume.

I wish these contest organizers would all adopt the cabrillo system. Looks 
like cabrillo solves a lot of problems, both for them and for us as well. 
This dupe thing, for one.
