[RTTY] Don't send IN during the exchange!

Two guys I worked (out of 220 or so) sent their report like this:

  AD1C UR 599 IN IL IL <end>

Why send the word IN?  In one case (above) it was a W9 station, and I wasn't
sure whether he was in INdiana or ILlinois - IL bean IN 2-to-1.  The other one
was more obvious.

This is not the toastmasters! Just get the information across as succintly as
possible.
