[RTTY] Don't send IN during the exchange!

Heck ,I'm still running a 486 and Pentium 150 on my ham station!  Plenty of
power for WF1B and RITTY! hi hi!

Heh heh, and neither does Writelog as it uses the rtty.dta file as does
WF1B.  However it also uses the DE in case you're not in the
database.....plus it runs on real computers.
