What ever is established for "rules," I would strongly encourage adopting methods already well seasoned in the contest world.  If additional 'programming' is required, meaning beyond established methods, you risk lack of participation because the programming will take years to solidify.  Simple rules changes are often not adopted by log authors in the current year, and changes often get missed the next year, which means 3 years to get everybody up to speed with their logs.  And picking scoring methods that are challenging for the log's author may mean that the rules will never be programmed in.  It's very frustrating but a reality in contesting.
