[RTTY] CABRILLO TOOLS HELP

There is no CABRILLO TOOLS REFLECTOR anymore, nor is there any cabrillo
tools support so far as I can tell.  Last time I checked there was no
longer even a WEB page.

WT4I has disappeared as far as I can tell.
