No that is not the issue. Its actually just as easy to transmit upside down
on FSK as it is on AFSK.  It is a RTTY issue and always has been.  BTW,
most semi-modern transceivers don't really do FSK when they say that they
do in any case. e.g. Yaesu FT-1000D and that series, its really AFSK, they
just try to fool you.
