I'm sorry, I don't understand?
You have to apply to LoTW for a certificate before you can submit logs.
It's not the same as submitting a contest log.

www.arrl.org/lotw/ for details on applying and submitting your logs.

It's really quite easy...even an blind wino like me was able to do it.
