[RTTY] ARRL RU band change question

No where in 3.1 I see transmitting signals (at any given time) limitation, as well.

Not sure where that reasoning came from? The rules under 3.1 refer to Single
Operator, and under 3.2 refer to Multi Operator. No where in 3.1 do I see a
band change limitation?
