[RTTY] Telnet/Packet and the RTTY RU/Revision the Rules

The FACT remains. Take two equally good operators and like stations, one
running SO1R the other SO2R and the SO2R will win every time. The only
difference is the 2nd radio. Not only will the SO2R win, he will win by a
considerable margin. Its clear the 2nd radio provides a signficant
advantage, as does a High power AMP. Its just as clear that the CAC and
other contest sponsors won't discuss it. Why is the big mystery. So you're
right, we're beating that dead horse to death yet again. But maybe someday,
one of them will actually have the guts to recognize this unfairness and do
something about it.
