[RTTY] XE RTTY Contest

I don't think this is correct...With a few exceptions, ARRL and CQ sponsored
contests are the only ones that place "assisted" op's into "multi-op" or
"assisted" categories...I think this issue came up last year, with the
general consensus being that packet/telnet is allowed for everyone in the XE
RTTY contest...
