[RTTY] Everyday software for RTTY

ARQ and FEC normal or fast sync!  Just downloaded the latest version, and am 
going to test it against MMTTY again.  It's been a while, so I want to see 
if Sergei has improved the decoding.  Just gotta find my reg code...........
