[RTTY] QSL cards

Encourage the RTTY newbies to join up to LoTW.  They will be amazed to find 
that most RTTY contesters upload their logs to LoTW immediately after a 
contest.  And with WAS going live in "late February," be a chance to get a 
Worked all States at very low cost.
