[RTTY] W4UK - WAS totals on LoTW

Also the OTHER station must have uploaded the state information for it to
show up in the totals. So if you haven't set your station location in TQSL,
please do so, then upload your log again. I have worked VT, but neither of
the stations had set their location so it doesn't show up in LOTW.
