This probably won't be of too much help, but I worked them on 17 
meter RTTY on June 5, 2005. They are available sometimes, but it can 
be a long wait. There's a note in my log that it took about 500 calls 
to get them, perhaps a slight exaggeration. :-)

I don't chase paper QSLs so I have no info on their QSL practices, 
except that they apparently do not do LOTW. I have eight QSOs with 
them over the years but nothing in LOTW.
