[RTTY] JARTS log submission

Looking at the JavaScript in the submit page the following seems to be the
case to a non-expert in JS.

1. Callsigns and extensions are converted to uppercase regardless of which
case is submitted.

2. The file extension must be .CBR either upper or lowercase. There cannot
be any characters after the CBR (Any errors on the file location would be
local as the code is not looking at paths, etc.)

3. They are actually checking for a slash in the JS ie. NA4M/5 and not for a
%.
