The upper lefthand corner spells out the word CONTEST in Cyrillic (Russian) 
characters and the word below it is DIPLOMA. Most Europeans call a contest 
award a diploma.

The small word under the graphic is MAGAZINE and the large word is RADIO.

The word above  your callsign is AWARDS.

The next part reads: FOR THE BEST RESULT IN SUBGROUP SOSB-7 COMPETITIONS 
RUSSIAN RADIO RTTY CONEST 2006 AMONG RADIO STATIONS USA.

The bottom part by the signature is too blurred for me to read.
