[RTTY] Some observations in SCC

We should all chill.  There is always some malcontent trying to make a
statement by putting RSQ in front of the exchange or something else.  These
people are obviously not interested in winning, just in making a point.
Work them and move on.

I don't care if it is RST or RSQ.  I do gently suggest that stations 
send the numbers only and not waste their and my time sending the 
letters RST or RSQ.
