participants regarding which frequencies to use on 80 meters, although the
3.590 MHz DX "window" for the Americas remains in place."

Remember, this comes from the same place that said: "all dupes should be
removed, prior to submitting your log"!  I suspect it was supposed to read:
"the 3.690 DX window remains in effect, etc"?
