To follow up my own post-
>From the _New RTTY Handbook_, by W2JTP published 1962:
There was activity on 2M in 1946 in LA and "on the east coast", where
AFSK was allowed.  There  was what he calls "Make-and-break keying" on
HF, too.  So RTTY operation was started just after WWII, by people
who'd used in in the military.

In the _Specialized Communications Handbook_ by the ARRL in 1975,
mention is made of 11 meters being popular for RTTY in the early days,
since as I read it, AFSK was allowed there.  Note that this was AM, so
it's not like the AFSK of today, which should be indistinguishable
from FSK.

And the 40M frequency in 1962 was 7140.  Other frequencies mentioned
are 3620, 14090, and 21090.
