[RTTY] Power Limitations in BARTG?

Hi All

Are there any power limitations in the BARTG RTTY Contest? I have read the
rules several times but cannot find any reference to power anywhere!

It seems strange that this morning here I can only hear a couple of
Stateside stations on 40m, when normally the band is full of signals!
NP3D/NY2, VY2LI and WW4LL were loud here, but not another signal to be heard
from NA at the same time!! All were working other stations that were
completely inaudible! Wonder if everyone is running low power?
