[RTTY] LOTW DXCC

Andrei,
LoTW has provided DXCC for RTTY ops.  My current LoTW total for just RTTY 
is 138 confirmed.  This includes the LoTW confirmation from P5/4L4FN on 15m 
in 2002 which was absolutely amazing to me...  I know many others worked 
him that year and his confirmations did appear on LoTW.
