[RTTY] RTTY DXCC Top List updates delayed

I'm behind in the RTTY DXCC Top List updates.  I should get to them this
weekend.

My near-term plan is to put a database behind it so people can add/update their
own totals and have the results appear immediately.  I'll work on this after I
get the RTTY WAS database set up.
