[RTTY] 80m RTTY freqs.

Ed, 

The rules are quite clear - "80 meters" is now 3.500 - 3.600 
and "75 meters" is now 3.600 - 4.000.  RTTY (digital) is only 
permitted on "80 meters" and phone/image are only permitted  
on "75 meters." 

The W5 is correct only in that extras may operated between 
3.600 - 3.700.  However, they are only permitted to use CW, 
phone and image emissions in that segment (CW is permitted 
on all HF allocations).
