[RTTY] One way to tell when 30M is opened to EU from the States

One way to tell if 30M is opened to EU from the States is to tune to 
10.1008 MHz and listen for DDK9 which runs 50 baud and 450 Hz shift.  
DDK9 is a wee 10 KW station that supplies WX info for shipping.
