It is JT65A, a mode more commonly used for moonbounce but some are
conducting experiments on HF as well.

I've recently been hearing a new type of digital signal, mostly on 20
meters, and I wonder if anyone knows what it is. It is multi-tone,
sounding a lot like MFSK16 except the baud rate is much slower, changing
tones only 2-3 times per second.

With such a slow baud rate perhaps it might be good for DXing?
