[RTTY] BARTG 2008 Contests

The wrong mail got sent to the reflector with the rules attached .. user error .........

Rules for the BARTG Sprint and BARTG HF RTTY contests are now up on the website www.bartg.org.uk

The only change is a move in the date of the HF RTTY test, which from 2008 will be one week later than in previous years. This is to avoid a clash with the Russian DX test and give everyone a chance to win both of them; now there's a challenge.
