As far as I know, in Japan normal 2x3 calls are allocated to normal stations 
even they are seemed to be beginners.

But for Special Event Stations, 2x1 to 2x5 calls are given in limited time 
period.
For example, 8J1A Ham Fair Tokyo, 8J50JARL 50th General Assembly of JARL, 
8J6ARDF All Japan Amateur Radio Direction Finding Competition.
