[RTTY] rules for OK-OM

Hi all, 
 
looking at the rules for OK-OM RTTY contest, I find this:
 
Non OK/OL/OM: RST + progressive QSO number starting with 001.
 
But everyone sending their CQ Zone.
Are the rules outdated ?
