No - read the data from ARRL: http://www.arrl.org/qsl/qslin.html.
Read the FIRST ENTRY under "Don'ts."  The "Incoming QSL bureaus" 
ONLY accept cards from OUTSIDE the 48 states.  In other words, the 
ARRL bureau system DOES NOT ACCEPT cards where the DXCC country 
is "K/W."
