[RTTY] Why QR for the section????

The reason is the other station had USOS turned off and you had it
turned on. It is HIGHLY recommended that everybody have USOS turned
on. USOS is a great invention, but either both stations must use it or
neither. Nearly all software and TNCs have it turned on by default.
