[RTTY] RTTY Toplist and WAS Honor Roll lists are down

The RTTY TopList and WAS Honor Roll lists are down.  Some web
functions were disabled to enhance security.  Scott KA9FOX and I will
be working to fix the problems, hopefully there will be a resolution
soon.  I was on vacation when the problem first started.
