[RTTY] LOTW Upload

Tim,
I get the following error when I tried to get back in LotW right after I
uploaded to verify. If the upload was unsuccessful I will try it again soon
as I can log back in.
Congrats on the WAS achievement in the test.
 
Fatal error: initializeLOTWDB: -9807 - Too many users (task limit)
