[RTTY] New digital mode?

Big thread on QRZ about this Spread Spectrum mode. Seems the kid who was
writing it hates anyone who disagrees with him or uncovered what he was
trying to pull with forged emails from the FCC.

ROS cannot be used below 200 MHZ in the US.
