[RTTY] WAE RTTY Practice

Let's have 30-minute practices at 22Z Thursday (11 November) and 01Z Friday
(12 November) for the WAE RTTY contest this weekend.  As usual, the earlier
practice is better for European stations while the latter one is more
practical for North American stations.  But, of course, everyone is
encouraged to participate in both.  In addition to the usual benefits of
pre-contest practices, this one gives us the opportunity to do some QTC
handling, unique to this contest.  English language contest rules at
