[RTTY] NAQP State certificates

Anyone know who or how to get a State certificate for the July 2009 and Feb 2010?  I have emailed three(3) now and asked but only one replied and that was Shelby. He told me who to contact, and I did, but never received a reply from either.  Maybe state certificates are not being awarded anymore, anyone know?
