[RTTY] Renaming RTTY RU & Rookie RU to Digital RU

Dick,
What statements have been made by the ARRL that says they no longer
consider RTTY a legitimate mode? I have seen nothing that indicates
that. They are simply renaming the certificate to reflect what it has
included for many years.
