[RTTY] Russian WW RTTY

I'm on the Russian Radio WW RTTY Contest webpage and it says for non Russian 
stations to send  .....RST and zone number under the list of diploma WAZ. 
Does that mean CQ zone or ITU zone?

Also what does .....all ranges mean under One operator - all ranges;?
