[RTTY] NAQP RTTY RULES Non-North America

You can't leave the QTH field blank.  For non-US/VE stations, enter the
country (the other station should send their country in the exchange).  For
non-NA stations, enter 'DX' (some send their country, some send 'DX' and
some send nothing but their name).
