[RTTY] 10 Meter Technician/Novice privileges in U.S.

I just happened to notice that U.S. Novice and Technician class 
licensees have 200W RTTY privileges from 28.0 to 28.3, and SSB 
from 28.3 to 28.5.

Considering the current license demographics, that is quite a 
pool of potential unique QSO's on 10 meters:
