I have never worked AI9A. I did work AL9A and it worked just as I said.
Just now, I started up N1MM again, entered AL9A (which is DX for
Roundup) and tried to get it to accept a state, which it would not. I
then tried to get it to accept a serial number, which it did. 

Did you perhpas enter an "I" when you menat to enter "L"?
