Jim,
Government regulation is a poor for personal responsibility and education.
By that same logic, SSB should be disallowed because of the same potential and only CW allowed.

In my opinion, FSK should be the only allowed (by FCC rules) shifting
method. Simply because of the poor quality audio that AFSK usually provides
by
those un-familiar with how to properly set their microphone gain when using
AFSK.
