[RTTY] RST in contests

Why do we have to rehash this issue again and again after most
contests?  Re-read the RTTY archives, it comes up all the time.

If you think RSTs should be removed, tell the contest sponsor.  If you
think they should be kept, tell the contest sponsor.  The blathering
on here about RSTs isn't going to change anything.
