 18107 kHz (center freq), 200 Hz shift, 50 Bd encrypted.  
     
Radio Regulations Article 5, Section IV footnote 5.154 says:  
"Additional allocation: in Armenia, Azerbaijan, Georgia, Kazakhstan, Moldova, Uzbekistan, Kyrgyzstan, Russian Federation, Tajikistan, Turkmenistan and Ukraine, the band 18068-18168 kHz is also allocated to the fixed service on a primary basis for use within their boundaries, with a peak envelope power not exceeding 1 kW.  (WRC-97)." 
    
And that's what we hear almost worldwide these days.
