Sorry, that does not answer the question.  Are SO2R techniques such as
rapid band changes, working stations alternately on different bands,
etc. not permitted - in other words are there no restrictions on the
number of band changes per hour or minimum amount of time on a band?

That there is no separate category/no separate award for SO2R is one
thing what is more important is if the operating techniques that are
unique to SO2R are allowed or against the rules.

By the way - the English version of Multipliers is confusing.  "Count
only once" would indicate that multipliers count only once regardless
of the band (that is count DF only once no matter how man bands on
works a station ion DF) but "one each band" indicates multiplier score 
is the number of multipliers worked *on each band* (that is, working a
station in DF on five bands would be five multipliers).
