Not redefining -- the FCC had always defined all digital modes to be a "radioteletype" emission mode.  It is just lawyer-talk.  As far as the FCC is concerned, radioteletype is not restricted to binary FSK.  The intent is pretty clear from the Report and Order -- PSK31 and Pactor only.
There is one additional "fine print" that folks who want to use 60m for PSK31 will need to pay attention to: even though each 60m channel is as wide as a voice channel and should technically be able to take multiple PSK31 signals, we are only allowed one single PSK31 signal whose carrier is right smack in the center of a channel.  The same restriction holds for CW, too.  Hey, it makes searching for the QSX of a split DX much easier :-) :-).
