Sounds like your friend is looking for a commercial interface that does FSK. Sorry but I don't know of any suggestions. I don't know
if the Signalink does FSK or not.

www.rttycontesting.com shows a simple homebrew FSK/PTT interface and references some commercial interfaces.  There are many choices.
