[RTTY] 2Tone

I switched 2Tone to be the primary decoder in N1MM,
which also makes it the tx primary, and now there's a little chirp
at the start of transmission. I noticed a few signals during last
weekend having the same chirp. Before I send David a bug report
is this a known problem or is anyone else seeing it? I might
be missing a setting somewhere too.

 Running a Flex 5k, latest PSDR software, 2Tone 13.01b, current N1MM
software.
