I disagree. Your example only sends the exchange once. Nearly everyone
sends the exchange twice. Using USOS and a space gives two chances to get
the print right. Using dashes between two exchange elements, together with
a garbled FIGS or LTRS character, means the whole exchange prints wrong.
For example:
If the station sends
W6WRT 599-001-001
and the FIGS before the 599 is lost, what prints is
W6WRT TOOAPPQAPPQ
but if he sends
W6WRT 599 001 001
and the FIGS before the 599 is lost, what prints is
W6WRT TOO 001 001
By now, everyone should know what TOO means, so the exchange is clear.
